Supporting a load counts, and that is where the scope surprises people
HSE defines manual handling as transporting or supporting a load by hand or bodily force, and lists lifting, putting down, pushing, pulling, carrying and moving.
Most people hear the phrase and picture somebody lifting a box, which is one item on that list. The two that get forgotten are the interesting ones. Putting down is where a good proportion of injuries happen, because the load is at its most awkward and the concentration has already gone. And supporting means holding something still is manual handling even when it goes nowhere: propping a board, holding a door while it is hung, taking the weight of something while somebody else works on it.
Pushing and pulling count too, which matters on any site with a barrow, a pallet truck or a cage.
The three duties, and almost everybody starts at the last one
The regulation is a hierarchy, not a list, and the order carries the whole meaning.
HSE puts the three as: avoid hazardous manual handling so far as reasonably practicable; assess the risk of injury from any hazardous manual handling operations that cannot be avoided; and reduce the risk of injury to as low as reasonably practicable.
Read that order and the usual training day looks odd. A session that opens on lifting technique has skipped two duties to arrive at a sub-point of the third. It is not wrong, it is the smallest available part of the obligation, and it is the part that makes no changes to how anything is delivered, stored or built.
What avoiding it actually looks like
Avoidance sounds like a legal formality and it is usually the cheapest thing on the list, because it is mostly about where things are rather than about equipment.
- Deliver closer. Half the handling on a site is carrying material from where the wagon could stop to where it was needed.
- Break the load down at source. Ordering in smaller units costs a little and removes the lift entirely.
- Change the height. Nothing heavy stored at floor level or above shoulder height. The same weight at waist height is a different task.
- Let a machine do it. Telehandler, pallet truck, trolley, hoist, or two people and a plan.
- Take the trip out. The safest lift is one that does not happen, and repeated short carries add up faster than a single awkward one.
Assessing what is left
Where handling survives, the assessment looks at four things, usually remembered as task, individual, load and environment. What the job requires, who is doing it, what is being handled, and where. It is deliberately broader than the object: a modest weight handled fifty times in a cold, cramped, badly lit space is a worse risk than a heavier one lifted once in a yard.
Which is also why the Australian framing of hazardous manual tasks is worth knowing about if you work across markets. It puts repetition, sustained force and awkward posture explicitly on the same footing as weight, and describes what actually injures people rather more directly than the word handling does.
Before you reach for the weight chart
There is no legal maximum weight in Britain, and the guideline figures people quote are a filter for deciding what needs a closer look. They also move sharply depending on where the load sits in relation to the body, which is the part that gets dropped when the figure is repeated.

What counts as manual handling?
More than people assume. HSE defines it as transporting or supporting a load by hand or bodily force, and says it includes lifting, putting down, pushing, pulling, carrying or moving loads. Two of those are routinely forgotten. Putting something down injures people as reliably as picking it up, usually because concentration has gone by then. And SUPPORTING a load counts, so standing holding a sheet of plasterboard against a ceiling while somebody else fixes it is manual handling, even though nothing is being carried anywhere.
What does the law actually require?
Three things and the order is the point. HSE puts them as: avoid hazardous manual handling so far as reasonably practicable; assess the risk of injury from any hazardous manual handling operations that cannot be avoided; and reduce the risk of injury to as low as reasonably practicable. Assessment only applies to what could not be avoided, and reduction only applies to what is left after that. Starting at the third step is the commonest way of complying with the wrong duty.
Is there a maximum weight one person can lift?
There is no legal maximum weight in Britain, which surprises almost everybody including people who have sat through the training. What exists is a set of guideline figures used as a filter to decide whether something needs a fuller assessment, and those figures change dramatically with where the load is in relation to your body. They are a screening tool rather than a limit, and treating them as a permission to lift anything under the number is exactly the wrong reading.
Is manual handling training a legal requirement?
Training is part of it and it is not the whole of it, and firms that treat a certificate as the compliance are exposed in a specific way. The duty is to avoid, assess and reduce the risk, so a workplace where nothing has been redesigned, no lifting aid has been bought and nobody has changed a delivery point has discharged the smallest part of the regulation and holds a folder saying so. Training people to handle an unnecessary lift well is not the same as removing it.
Does bending your knees actually help?
It helps and it is a long way down the list, which is a more useful way to put it than either dismissing it or teaching it first. Good technique reduces loading on the spine for a lift that has to happen. What it does not do is make a badly designed task safe, and the evidence for technique training on its own changing injury rates is much weaker than most people delivering it believe. The things that reliably work are the boring ones: fewer lifts, shorter carries, better heights, mechanical help.
Do other countries have the same rules?
The structures are genuinely different rather than differently named. Britain has a specific regulation covering the activity. The United States has no equivalent federal standard, so enforcement runs through the General Duty Clause and the widely used NIOSH lifting equation is guidance rather than law. Australia regulates hazardous manual TASKS, a framing that deliberately puts repetition, sustained force and awkward posture alongside weight. Canada handles it provincially. An assessment written for one will not simply transfer.
