The 25 kilo limit does not exist
It is the most widely believed thing in British workplace safety and it is not a rule. HSE states it in the guide itself: the Manual Handling Regulations do not set specific weight limits, and the guidelines are not safe limits for lifting and carrying.
What they are is filters. Their job is to sort the tasks that are obviously low risk from the ones that need somebody to look properly. Falling inside one means you do not normally need a further assessment. Falling outside it means you need one. Neither is a verdict.
So nobody is prosecuted at 26kg, and nobody is safe at 24.
And 25 is the best box out of twenty
HSE's chart has five height bands, two reach positions and two columns. Twenty figures, and the one everybody quotes is the highest of them.
25kg is a man, lifting at knuckle height, with the load held against his body. That is the easiest lift on the chart. Put the same man's hands above his shoulders with his arms extended and the figure drops to 5kg.
A five-fold swing, decided entirely by where the hands are. So "can I lift this" is never a question about the object. It is a question about the journey.
The smallest zone governs, and that is the rule that bites
Where the hands pass through more than one zone during the operation, HSE says use the smallest weight.
Almost every real lift crosses at least two. Taking a box off a high shelf and putting it on the floor crosses all five, so it gets judged on the floor at 10kg rather than on the shelf.
That single line turns the chart from something reassuring into something demanding, and it is the part missing from every version of these figures printed on a poster.
The figures assume a decent lift before they mean anything
Figure 1 assumes the load is easily grasped with both hands, in reasonable working conditions, with the worker stable on their feet.
A drum with no handles, on a wet slope, in the dark, is outside those assumptions. The number in the box has stopped applying, and reading it off anyway is worse than not having the chart.
What takes it outside the filter regardless of weight
Twisting. More than one lift every two minutes. Team handling. A load that is hard to grasp. Hands outside the zones. Somebody at significant risk, which HSE spells out as new or expectant mothers, young workers, people new to the job, and anybody with a disability, a significant health problem or a recent injury.
Any of those, and the weight has stopped being the question. It goes to the MAC tool or a full assessment.
Carrying and pushing work differently
For carrying, the same weights apply provided the load is against the body, goes no more than about ten metres without a rest, does not stop you walking normally or block your view, and does not need the hands below knuckle or much above elbow height. Slid onto the shoulder without being lifted there, the same figures stretch to about twenty metres.
For pushing and pulling there is no weight figure at all, and that surprises people. The filter is posture and distance: hands doing the pushing, torso upright and untwisted, hands between hip and shoulder height, no more than about twenty metres without a pause.
The reason is that what hurts you is the force at the hands, not the mass on the wheels. The same cage is nothing on a smooth floor and immovable on gravel, and no kilogram figure could capture that.
The two columns are population data
HSE derives the men's and women's figures from lifting capacity data showing differences across the population, and the guide says in terms that this is about populations rather than individuals.
It is a screening number applied to a task. It is not a statement about the person in front of you, and it does not do the job of knowing your own crew, what they are carrying already, and what happened to their back last winter.

Is there a 25kg legal limit?

What takes a lift outside the filter completely?

Any of those and the weight alone stops answering the question.
Do the same figures apply to carrying?
Yes, with conditions. The load has to be held against the body, carried no more than about 10 metres without resting, not stop you walking normally, not block your view, and not need the hands below knuckle height or much above elbow height. If you can slide it onto your shoulder without lifting it there first, the same figures run to about 20 metres.
What is the weight limit for pushing and pulling?
There is not one, and people go looking. The filter for pushing and pulling is entirely about posture and distance: force applied with the hands, torso upright and untwisted, hands between hip and shoulder height, no more than about 20 metres without a pause. What matters is the force at the hands rather than the mass on the wheels, because the same cage is trivial on a smooth floor and impossible on gravel.
What about the reductions for twisting and frequency?
Those percentages live in L23, the full guidance, rather than in the brief guide, so they are deliberately not used here. INDG143's own answer covers the same ground more simply: twisting, or lifting more often than once every two minutes, means going and doing a proper assessment rather than applying a discount to a filter value.
